Yacov Cohen is a founding partner of AYR and is the head of the firm’s Planning and Building Department.
He works in all aspects of real estate law and specializes in the fields of planning and building, licensing, infrastructure, environmental protection, litigation, contracts and other matters.
He is the manager of a six member legal department which provides legal services to a leading communications corporation on matters relating to real estate, planning and building and litigation. In the context of his position, he handles complex claims in all of the various courts and in many proceedings before the various planning committees. He also takes part in representation in matters relating to regulation in Knesset committees and in various legislative processes.
His work includes ongoing and comprehensive legal representation of a communications corporation before governmental entities, handling issues of planning and licensing with all local authorities around the country, representation before various planning committees including the National Planning and Building Council, district committees, various appeals committees and local committees, legal representation before all judicial instances, including representation and handling of a large number of petitions to the High Court of Justice, indictments, civil proceedings and administrative petitions, and the handling of negotiations in the context of agreements with governmental authorities and large commercial entities.
As of 2002, Yacov has also served as the head legal counsel to the Kiryat Ono Academic Campus Association, an academic college which caters to some 8,000 students in a variety of fields.
As part of this role, he provides ongoing legal advice on a wide variety of topics, including representation of the college before the Registrar of Associations, handling of legal matters with the Council for Higher Education, ongoing handling of contracts with suppliers and employees, advice on various issues regarding labor law, representation before various judicial instances, and representation before local government authorities.
He has considerable experience in appearing before all judicial instances in the State of Israel, including the Supreme Court, the High Court of Justice, arbitration proceedings, proceedings before the Court of Administrative Affairs, the National Council, District and Local Committees, and others. He has vast representation experience in contractual disputes, and in claims and defenses against claims, in administrative petitions, High Court of Justice petitions and interlocutory proceedings.

He has been a member of the Israel Bar Association since 1999.
He holds an LL.B. and an M.B.A. from the University of Manchester.
Yacov speaks Hebrew and English.
