Ofir Nagar is an associate in our Tenders & Infrastructure Department, providing ongoing legal counsel in the fields of public procurement, infrastructure projects, and complex commercial transactions.
Ofir advises a wide range of clients – including public bodies, municipal corporations, government-owned companies, developers and private entities – on tender procedures and large-scale competitive processes across various sectors such as construction, infrastructure, technology, and services. In this context, she provides comprehensive legal guidance to tender committees and public contracting authorities throughout all stages of the process: from drafting and publishing tender documents, through evaluating bids, and up to contract execution – all in strict compliance with applicable laws, case law and relevant regulations. She also supports these entities throughout the lifecycle of their contractual engagements.
Ofir regularly advises on complex public-private partnership (PPP) projects, including BOT and DB models. She supports the firm’s clients throughout all stages of such projects – from the initial tender phase, through construction, and into the operation, supervision, and monitoring phases.
Ofir also provides ongoing legal advice on the commercial aspects of the firm’s clients’ operations, including negotiation support, drafting a wide range of commercial agreements, and strategic counsel in complex transactions and engagements.
