On 25 February 2026, the Privacy Protection Authority published the final version of its opinion on “Consent” under privacy protection law, approximately one year after the draft was released for public consultation. This is one of the most significant opinions ever issued by the Authority, and also one of those that has undergone the most extensive changes between the draft and the final version. Fully understanding and implementing its various layers will take time.

In this update, we briefly summarise the key points of the final document, highlight the material changes compared to the draft, and offer our initial insights.
